In order to encourage virtuous behaviour towards the environment and incentivise the choice of sustainable solutions at every stage of purchasing, the Italian Ministry of the Environment has regulated the Minimum Environmental Criteria (CAM) which, for public procurement, guarantee the purchase of safe products made according to the principles of the circular economy. The latest edition of CAM was published on 22 March 2023.

What does GPP mean?
GPP (Green Public Procurement / Acquisti Pubblici Verdi) is defined by the European Commission as ‘the approach whereby public authorities integrate environmental criteria into all stages of the purchasing process, encouraging the dissemination of environmental technologies and the development of environmentally sound products, through research and selection of the outcomes and solutions that have the least possible impact on the environment throughout the whole life cycle’.
What does CAM mean?
CAM (Minimum Environmental Criteria) are the environmental requirements defined for the various phases of the purchasing process, aimed at identifying the best design solution, product or service from an environmental point of view along the life cycle.
In Italy, the effectiveness of CAM has been ensured thanks to Article 18 of Law 221/2015 and subsequent updates and decrees. The latest revision of CAM was published in the Official Journal on 22 March 2023.
The objectives of CAM 2023 are defined in the National Action Plan on Green Public Procurement (PANGPP) and mainly aim to:
- Reducing environmental impacts
- Efficient use of energy
- Use of renewable raw materials (wood)
- Extending the useful life of products
- Inclusiveness through Universal Design
- Enhancement of greenery and landscape
- De-carbonisation in line with the objectives of the European Green Deal
- Circularity in production through Ecodesign (reuse, product life extension)
This obligation ensures that the national green public procurement policy is incisive not only in reducing environmental impacts, but in promoting more sustainable, “circular” production and consumption models and in spreading “green” employment. In addition to the enhancement of environmental quality and compliance with social criteria, the application of the Minimum Environmental Criteria also responds to the public administration’s need to rationalise its consumption, reducing expenditure where possible.
